Marlborough Sounds Future Access Study
The Marlborough Sounds Future Access Study (MSFAS) is a business case developed by Marlborough District Council with Stantec to respond to the severe damage caused by storm events in 2021 and 2022, which caused over $300 million in damage to the Sounds roading network. MSFAS contributes to a long-term recovery plan for the Sounds that will take many years to complete.
The business case required extensive engagement with remote rural communities undergoing stress from major storm events, to understand how they used the roads, and then to test a range of repair and improvement options. Read the full casestudy here.

Amy Shattock
Amy is a trusted advisor in her role as Principal Communications and Engagement Consultant at Stantec. She is known for her strategic and insightful approach to solutions and her specialty lies in finding ways to bring success to complex projects.
Amy uses a human behaviour approach, leveraging behavioural insights and accountability to minimise project risk and maximise community engagement. She has worked on diverse projects, including transport, water, parks and reserves, infrastructure, community, climate change, health, and education. Her work on projects often combines human behaviour and change in engagement and consultation.
She specialises in building trust and fostering connections making her an asset to projects, decision makers and the wider community. Amy has nearly 20 years of experience innovating engagement, consultation, and communications across a wide range of sectors.
Outside of work, Amy loves to spend time with family and helps run a farm and an award-winning conservation area.
Panellists
Courtney McCrostie
Courtney is a Senior Transport Engineer at Stantec based in Wellington. She has a broad range of experience from construction supervision through to transport planning. In recent years she has found herself helping councils and communities grapple with the impacts of a changing climate, and what that means now and 50-100 years from now.
The resilience and recovery space is rapidly changing as are expectations around the speed of recovery work. Courtney's friendly and frank approach helps communities navigate their way through some very challenging situations to an outcome everyone can (mostly) live with.
Neil Henry
Neil has managed the economic development team at Marlborough District Council since arriving in New Zealand in 2009. Prior to this Neil worked in local government in his native UK in three Councils in the East of England since 1998. Neil is a member of Council’s executive management team.
Council takes the lead role for economic development for Marlborough and Neil has gained deep knowledge of the local economy through active engagement with Marlborough industries. Neil also manages international government relationships via Marlborough’s sister region wine relationship with Ningxia, China.
Neil has managed and participated in many community and industry engagement projects including the Marlborough Sounds Future Access Study (2023), Marlborough TEAM Covid economic response (2020—22) Te Tauihu Regional Strategy (2018-2020), Marlborough Smart and Connected (2014-ongoing) and Growing Marlborough (2009-12).
Andrew Maughan
Andrew is a senior principal consultant and civil engineer with over 30 years of experience. Over the last 15 years he has specialised in infrastructure and asset management. Andrew holds a master’s degree in engineering management and in recent years has led numerous business cases focused primarily in the transport sector across New Zealand. His public sector experience covers strategic planning, project and programme management across local and state government in both New Zealand and Australia, including the delivery of capital works programmes and maintenance and operations management for a range of public and private infrastructure.
Over the past 5 years he has become increasingly involved in resilience and adaptation focused investment, including decarbonisation projects and disaster recovery and adaptation programmes. From this experience, he has seen the importance of aligning solutions to match the community that is being served. This in turn has demonstrated the importance and significant value from tailoring engagement approaches to match the stakeholders and communities that will be impacted by the investment decisions being made.
